Russell is the right age and has the right box office drawing power to do this thing. The man also did not shit the bed on his own career like his greedy 1980s/1990s peers and constantly appear in tired VODmit. Russell also appears to be a rational man, and whether or not he was a fan of The President, he has always been independent in mind to recognize that The President requires a fair show.
